Improving Educational Opportunities for the Underprivileged in the United States is the second in the four component programs of the President’s Special Education Student Services Plan (SEPS). The first component is known as the Education to Achieve Independence, and consists of the National Action Plan on Educational Attainment (NAEP) and the Student Achievement Index (SIE), which is a composite of the three main national tests used in national education assessments.
Programme Goals
One of the most important things that SEPS focuses on in this program is the achievement of minority and poor children. For this reason, there are four major components that fall under the heading of improving Educational Opportunities for the Underprivileged. These include: the creation of effective school districts; the establishment of elementary and secondary schools that are well supported by effective teacher-student ratios and by quality curriculum and instruction; the implementation of policies and procedures in all areas of education that improve learning opportunities for the underprivileged and disadvantaged children; and the provision of support services by state and federal authorities. Of these, the last two are very important and have the potential to make a dramatic impact on the quality of education provided by public schools in the United States.
By creating well-supported and equitable school districts, the National Center for Education Statistics can be expecting to make certain that the quality of education provided by public schools in the United States will be much improved over the years. Schools that are well supported by quality teacher-student ratios will be able to provide a better education for all children from all backgrounds. In addition, the establishment of better elementary and secondary schools can result in a more thorough education, with the opportunity to move from primary school to secondary school and finally to tertiary education.
Key Changes
However, even if the implementation of comprehensive educational program does not guarantee an improvement in the quality of education provided by public schools, the creation of highly effective school districts will in itself improve the quality of education provided by those schools. This is because teachers who have been well supported can provide effective instruction to students from different backgrounds and who have the potential to develop the skills needed to excel at the college and university level studies.
In addition, by establishing better elementary and secondary schools, the government can improve education for disadvantaged children in terms of the quality of instruction received, the academic achievement of such children, and the availability of adequate facilities and other resources in primary schools. In addition, the establishment of quality curriculum and instruction will enable such children to get an equal opportunity of having access to quality secondary schools.
Conclusion
Moreover, by the implementation of policies and procedures, the school district will be able to ensure that children in primary schools have a fair chance of getting a quality education, regardless of the socioeconomic status of the parents. This is possible through various strategies, including early learning, early action, and the provision of quality curriculum and instruction. In addition, the establishment of quality support services by school authorities is expected to improve the quality of education provided by public schools by increasing academic performance among children from low-income families.
